Item quality question

Greetings

I'm just wondering how the stacking effects of item quality (RQ compedium) works. E.g. the Keen weapon effect requires a greater quality and is stackable three times. A Shortsword (normal prise 100 sp) with keen 3 is that a greater weapon or a marvellous weapon?

P.S. I'm just gonna throw in my houserule on the (in)famous armour penalty.
Armour penalty is AP-1 in my campaign, so those heroes in tight leather suffer no penalty. Any comments?

Having re-read the Item rules, and changed my opinion, a Keen 3 Shortsword would have to have been a Marvellous Weapon to get the 3 Exceptional Item Effects, so it's Marvellous, it gets 3 effects, you choose Keen 3.

I'd remove stacking limits as they seem to serve no real purpose.

Also, I'd allow magical smiths to add more effects as enchantments, in which case you could have a Keen 3 Greater Shortsword by using Keen 1 as an Item Effect and adding Keen2 as enchantments. But that would be a House Rule or Rule Extension.

But, there again, I like magical weapons.
 
It would have to be Marvelous (or better), as Greater only gets one item effect, and so could only have level of Keen.

What you really want is Baleful blus three levels of Keen on a weapon that does 2 dice of damage (2d8+5 greataxe or 2d10+3 Greatsword or Longbow). Then lay weaponblessing enchantments on top of that.

I'm not sure you really need a houserule to allow adding the item quality weapon effects as enchantments per say as most of them have similiar enchantment effects already.

I certainly would allow enchanting high quality items - I'd actually assume it would be pretty common to put your permenant POW into a nice item - extra AP/HP is not a bad idea to protect your investment.
