Is this cheating the system?

So, let's assume you want to add a concourse to your station like say an airline concourse (just long hallways filled with gates).

My question is, do you think the tonnage for the concourse should be added to the station as far as calculating crew, power or armaments? They wouldn't really be suited for weapons based on what I was planning on doing with them. I should add that I'm working on revised docking arm rules that make them more useful (in my mind at least). The concourses would have docking points for ships to refuel, to use different classes of docking arms to xfer people and cargo, and to be places where transfer vehicles could dock too. I was looking for ways to add more points where you would logically have ships docking. I don't think you'd want to be sticking docking ports all over the surface of the station, but if you had a few hundred meters of these things sticking out perpendicular you could increase the number of docking points and still keep most of the area clear of ship traffic.

Opinions?
 
The concourse would still need power, environement and possibly armour.

In terms of space for docking arms, remember airports operate in two dimensions, space stations in three so you could alternate with a ship lower down the docking arm/jetway extends to with the next one being up higher.

Power and life support, yes, though I would suspect that energy requirement would be relatively small compared to the output of a fusion reactor.

I wasn't planning on armoring them, though I suppose that would be a viable option if you wanted some protection of getting to your ship in the event of an attack. I had originally just thought of them as vacuum safe, but they would be armor level 0 (like a normal ships hull) and evacuated in the event of an attack.

I had already factored in using two sides (they are 10.5m wide x 6m tall and come in 100m lengths - 462 Dtons). I thought any more than two sides would get into potential traffic risks. I also sub-divided them up into how many ships might safely dock simultaneously per section, and further divided that up by tonnage.

But at 462 Dtons per concourse if you added say three or four to a 5,000 ton station, you've significantly added to the tonnage but all you have really done is put some hallways on it. Hence my quandry.
