Is MRQ2/Legend suitable for campaigns set in MiddleEarth?

I for one have never understood the lure of adventuring in Middle Earth, the novels are good, but I'm not the biggest fan of the setting. I've always seen it as mostly a mindless fighting setting were the main politic and magical game takes place among a bunch of named characters that you don't get to play.

There's no reason why the PCs can't be important. My brother ran a game where we saved Isildur from the Orc ambush and became his allies and captains, an elf ancient elf character was granted the dominion of Fangorn. It is a bit tricky to play the major named characters, mainly since most players want to decide on their character's personality themselves and find well-known characters constricting, but it can be done. Beleriand is a rich source of possibilities.
