There's no reason why the PCs can't be important. My brother ran a game where we saved Isildur from the Orc ambush and became his allies and captains, an elf ancient elf character was granted the dominion of Fangorn. It is a bit tricky to play the major named characters, mainly since most players want to decide on their character's personality themselves and find well-known characters constricting, but it can be done.
