In a universe where such 'circuit breakers' were standard on every warship, these weapons would never have emerged. Conflict is an arms-race between offense and defense. Tilting the balance too far in the favor of defense is just as serious an error as tilting it too far in favor of offense.

Dammit! So, my mind came back to Ion Spinal Mounts while browsing material about the Collapse. These could be the ultimate in anti-viral weaponry. Now I just need to figure out how to scale them up to be able to affect something planet-sized. Perhaps a fleet of ships all targeting the planetary surface at once to cleanse a world of the Virus. Something strong enough to affect electronics that are turned off, powered down, or shielded from normal ion weapons.
