Im just wondering what this book contains.

Is it background info, or specific individuals profiles, or are there new playable races in there?

Profiles for characters from "Babylon 5" and "Crusade" and new playable races.

Also two prestige classes, the Xenobiologist and Master of Subtlety.

I always feel like I can create my own NPCs, or even stat the characters from the show out myself, if I have to, but even with that, this book is worthwhile just for the section on additional playable races and the prestige classes. (But then I think 2e is way too light on PrCs)

For all the recent problems, B5 is still an excellent RPG line. Might I also recommend Bounty Hunter? Lots of goodies in there to expand your campaign.
