FWIW, my "ACP" does 3d6-1. I also have an 11mm version. I am modeling them off electrothermal propellants as described in GURPS Ultra-Tech 2, Alternity, and Cyberpunk 2020. You can also google that phrase.

Sounds reasonable enough then, I didn't have the book handy to compare specifics. As long as the recoil factor is also the same I see no issues then.

As for recoil impacts, yeah it's not a simple problem. Many factors contribute to or offset it. Even something as basic as bracing, stance and grip, or as simple as a suppressor (for CPR guns). None of that is mentioned in the rules is it? The rules are a simplified (overly so in some opinions) treatment so messing too far with them can easily lead to going too far, especially in a 2D6 system where every +/- 1 is a significant factor.

No. It can be assumed to be part of the 'to-hit' bonus, I guess.

Yep, the US captured Spanish versions during the war against Spain and copied them. They were paying up until WWI... But, currently, there is nothing "illegal" about the weapon in question.

A little quiz for you apoc. If you had the choice of some punk pumping a round into you from a .25 or a 10mm, which would you choose?
 
That depends entirely on where they are going to shoot me. If said punk is willing to shoot me in the leg with a 10mm vs in the forehead with a .22, I'll take the 10mm. I think this only serves to prove my point...
