Fluid Oceans and Exotic Atmospheres

Currently Atmosphere code A (10) automatically gives the world the Fluid Oceans trade category. While this fits well for something like Titan, a Primordial Earth type world fits best into Atmosphere code A, and it would have regular water oceans.

The best fix I can think of to match this off the top of my head would be to add a temperature dependence to the Fluid Oceans trade code, but none of the trade codes are currently related to temperature at all.

Maybe add a size dependency (In our system, Pluto and Titan might fit the A atmosphere and Fluid Oceans, and are both small)? Or perhaps make Fluid Oceans only come with an 11+ atmosphere instead of 10+? Or change the description of Fluid Oceans?

Anyone else have a better idea?
 
There's a couple other hiccups in the Atmo table that bug me but I think your suggestion to make Fl require Atmo 11+ is a simple and elegant solution to your problem.

But then there's backwards compatibility - canonical Fluid worlds with Atmo A - are they no longer Fluid?

No idea. I just found a world type that doesn't seem to fit into the existing possibilities and was interested in seeing if the existing system could be altered to allow for it without too much work.
