Well, yeah, like most things in Traveller there have been many variations on how it works.
In the ancient days of yore, the hydrogen fuel was used directly by the jump drive. Then it was changed to the power plant using it.
In the Annic Nova adventure, Collectors powered the ship also. And it took 1d6 weeks to build up a jump charge. All the modern versions explicitly don't provide power for the ship and its only 1 week to build up enough "exotic particles" to initiate a jump.
In Annic Nova & Mongoose, Collectors store their jump charge in "accumulators". In T5, they store it in the canopy itself.
AFAICT, you can have Jump 5 Collector ships in MgT2e at TL14. In T5, those are like TL 18 or something.
In some versions, Ramscoops are just a science tool for sampling space gases. In some, they are an "alternate technology" like how warp drive is. And in others, they are just a standard item, like a better fuel scoop.
You get to decide how (or if) those things work in your campaign.
