I thought the sentence was part of the preceding background fluff rather being a game mechanic rule since it wasn't actually saying anywhere in it you keep rerolling if you fail the DP roll. Then again, "the jump drive cannot be activated" part would imply your second stated action would not be possible. Absolute failure roll, engine down, no adding Effect to Jump! roll. There is no choice in the statement.

The 'insufficient' statement and the actual task description are contradicting each other.
