Do you need an Intellect/2 or /3 to run run an Expert/2 or /3 respectively? That's unclear to me.

No, just the Bandwidth. The Expert 2 and 3 allow more skills to be used at the same time. Not sure I agree with this, as it takes almost no time to swap out a skill. Just ask your GM for a ruling and follow it. As long as it is consistent, I would be good.
