HG16 was worded to imply rounding up. One ton per 20 spaces, etc.
HG22 changes that to 5%, implying no rounding, with power = tonnage.
So the H and K columns should both produce the same power output. The rounding on the field is set at zero decimals, but for a 10 ton Stable, it is .5 tons and .5 power. The above is based on my reading of both and the changes between the two books - a general moving away from non-fractional tonnage and power.
But you are free to argue the point further if you like. I have been known, on occasion, to change my mind.
