Okay, here is what I know
The game, Judge Dredd vs. Death was released in Europe and was due for release in the US. I believe the sales were so poor in Europe (went to budget really quickly) that they scrapped the US launch. If you look on ebgames.com and search for "judge dredd" you will see that it now has a US launch date of 11/23/2004. I don't know if it'll actually be launched then as this date has continuously slipped for over a year now. So, it seems there is a chance it'll get released in the US after all, but I wouldn't count on it.
I purchased the PC copy on ebay, and although I liked the way they portrayed the Big Meg, the game is very dated already, and isn't nearly as good as I had hoped. They have loads of mini games that you unlock in the single player game, but they are all the same and become boring very quickly. I had a lot of fun playing the single player game, but you have to play it very differently from other fps games. The thing you have to remember is that you are not out to kill everyone, you are out to arrest the perps. Since almost everyone can be arrested for something, you need to carefully shoot their hand holding their pistol so they drop their weapon and you can arrest them. You can run through the game killing everything and everyone, but you will not have much fun.
Now, City of Heroes is an different matter all together. I run a supergroup (guild) based on Judge Dredd, and although we have lost a lot (most) of our members recently to World of Warcraft, we have had a great time, and I will continue to play.
