Dark cultist willpower

The dark cultist gains willpower at level 8. His wp score is half wisdom score, and the text goes on to state he gains wis mod + 1 per level. It does not specify if this is only from level 9 onwards, or if the first 8 levels also need to be taken into account when calculating the wis mod + 1 willpower.

The accumulated Willpower only begins at 9th level onwards. If it had been intended to accumlate from 1st level to 8th, that would have been included in the Willpower gained at 8th level.
