D20 Slaine - Magic Attack Bonus - How is this possible?

At first, looking through the Sesair tribe source book for Slaine D20. I notice that Cathbad has a Magic Attack Bonus and assume that his magical attack naturally, but then I notice that Gerg of the Three Fingers, Gundam the Alarming & Mongan Axehead have the Magic Attack Bonus themselves, despite them not being Witches or Druids?

Have I missed something important there or what?

Something about this may click and everything might fall into place after I submit this query, but I think it needs explaining....

BTW, what does SA stand for? All the major identities from each tribal book has that as some sort of stat and it has me just stumped as to it's meaning...

SAVE?????
