[CONAN] Reflexive Parry?

The Reflexive Parry Feat requires DEX 15, Base Parry bonus +8, and the Combat Reflexes and Parry Feats.

Looking at the Barbarian level chart, the Barbarian never receives a Base Parry bonus of +8.

Some of the most savage and feared warriors in the world cannot are barred from using the Reflexive Parry Feat?

Right. Barbarians can not get the feat. However, they do get Uncanny Dodge at level 4, which does the exact same thing, and they get it 7 levels before those that need to take the feat to get it.

It doesn't quite do the same thing. Uncanny Dodge allows dodging while flat-footed. Reflexive Parry allows parrying while flat-footed. Many times a character's modifiers for either can be quite different.

For example, at 1st level, most Barbarian characters have a better modifier in parrying than they do in dodging due to their great STR. As they level, their class bonus in Dodge accelerates faster than their Parry bonus, making Dodge the primary defense for many Barbarians.

Are you sure? My book says:

Uncanny Dodge (barbarian ability): Retain dodge or parry bonus to Defense Value if caught flat footed or struck by invisible attacker.

Reflexive Parry (feat): Retain parry bonus to Defense Value if caught flat footed or struck by invisible attacker.

So in my book, not only does Uncanny Dodge already include the effects of the Reflexive Parry feat, its even better because it allows you to retain the dodge bonus too.

Edit: Ah, I see. Your using the 2nd edition version of the rules, aren't you? It seems to have been changed there.

They must have. Reflexive Parry in 2E is only about the Parry. Uncanny Dodge is only about Dodge.

Makes sense, based on the the title of each one.
