[CONAN] Double Light Weapon (NEW MANOEUVRE or NEW RULES?)

When I first read "Hyboria's finest" I got interested by Vincent section in page. 72 "Dual Light Melee Weapons" style.
Nevertheless, I noticed that all those feats should be used in a better way with a one-handed weapon + a light weapon.
In other words, using normal Core Rules there was no reason (other than weapon cost) why one want to use two shortswords in pairs!There are 2 ways to solve this problem:

1st Solution: use the new statistics for weapon in Codex Martialis (see recent topic by SupplementFour on the subject).
However, one needs a bit of work to adapt those rules to Conan weapons (and be sure to save equality in games).

2nd Solution: I made a new manoevre, hoping that it is a good one. I wait for your comments!

NEW MANOEUVRE: Double Light Weapon Combat
You exploit your double light weapons to their maximum effect.
Action: part of the full-round 2-weapon attack
Prerequisites: Two-weapon fighting, Base attack +1, Dex 13, the character is wearing nothing heavier than Light Armour.
Circumstance: The character is fighting with two light weapons.
Effect: The character gain +1 to the attack roll of both weapons. The bonuses increases with the character level: level 1-5 bonus +1; levels 6-10 bonus +2; levels 11-15 bonus +3; levels 16-20 bonus +4.
 
After a suggestion by Nialdubh I made some modifications to the manoeuvre:

NEW MANOEUVRE: Double Light Weapon Close Combat
You exploit your double light weapons to their maximum effect. You can make more deadly attacks at a very close range, but at the expense of a greater risk to be hit in return.
Action: part of the full-round 2-weapon attack
Prerequisites: Two-weapon fighting, Base attack +1, Dex 13, the character is wearing nothing heavier than Light Armour.
Circumstance: The character is fighting with two light weapons and he is wearing nothing heavier than Light Armour.
Effect: The character gain a bonus to the attack rolls of both light weapons while he use them to make rapid attacks at a very close range. However he also suffers some Defence penalty since he is so near to the enemy.
Bonuses to attacks and Penalties to Defence depend on character level:
Levels 1-5: +1 atk / -1 def
Levels 6-10: +2 atk / -1 def
From 11th level the character has such a skill in this kind of attacks that, time per time, he can choose how close he can become to the enemy:
Levels 11-15: +2 atk / -1 def or +3 atk / -2 def (character choice)
Levels 16-20: +2 atk /-1 def or +4 atk /-2 def (character choice)
