obviously civilians are worked out differently. otherwise the victory and liberty would be set at 5+ or 6+ target...

either way there is a typo somewhere on that page. i'm inclind to believe that it would be tramp 4+ to standardise merchant shipping.

As you say, they have not been generated in accordance with the design rules, which (IIRC) have a cutoff at 500' (^+ if shorter than) and 700' (4+ if greater than). The design rules also do NOT state that merchies should be treated differently. Therefore either a typo, or a conscious decisoon by MGP to tweak the figures.
