Can You Buy Imperial Citizenship?

This thought started with a recent article about CRBI (citizenship and residency by investment). My thoughts are running along the lines of whether the Imperium would allow citizenship to someone from outside its borders who made a substantial investment.

Also - if a member world offered that sort of deal to a non-Imperial, would the Imperium honor the claim of citizenship? If an Imperial citizen (or a noble) purchased citizenship in this way from a non-aligned system would he/she retain Imperial citizenship?

The Imperium has member worlds, any local is considered a citizen of the Imperium. The Imperium does not decide who's a citizen.

The Imperium considers as citizens any living recognized sentient creature native to or naturalized by a member world of the Imperium, or any living recognized sentient creature swearing fealty to the Imperium directly.

Note that worlds can unilaterally declare themselves members:

Any world may, through a recognized Representative, proclaim allegiance to the Imperium, and in so doing, such world shall become a Member of the Imperium, equal in status to all other members of the Imperium. Member worlds shall govern themselves as they see proper, provided that such government does not violate Imperial laws.

The more I read the Warrant of Restoration the more I worry that it wasn't properly scrutinised before inclusion in T4 - remember most of T4 is written by third party authors not MWM.

Several of the terms of the Warrant of Restoration clash with the canonical setting info from CT, and with details of Marc's novel.

Sure, but isn't that true of most canon? Written by some random author to fit the book being written (and often nothing else)?

We can hardly pretend that canon and the OTU is constant and consistent?

If you wish the Warrant of Restoration might be the official law, but the Emperor (or rather his local representatives) has ways to make his displeasure known if someone crosses him...
