bad weather

I'm going to be refighting the battle of the Barents sea next week. This was one I was surprised not to see in the scenarios, since it is a nice size - 2 German heavy cruisers (Hipper + Scheer) + 6 destroyers take on 6 British destroyers later reinforced with 2 light cruisers and 2 more detroyers.

Anyway, the battle was fought in bad weather, so I looked at the bad weather rules.
In bad weather, you must spot enemy ships at long range with a command roll of 8.

But bad weather also makes all command rolls harder - does this also apply to the spotting roll?

Should there not be a move penalty for small ships in bad weather; in the North Cape, the reason the Scharnhorst didn't have her destroyer escort was that they couldn't keep up with the big ship in the heavy seas.

Maybe destroyers and smaller should take a -1 move penalty (and no flank speed), and a -1 to hit penalty (guns often became unusable on small ships in heavy seas).

The WW1 will (if it survives editing) better define bad weather, partly along these lines. It will also differentiate between Bad Visibility and High Seas, both of which will have their own effects.

Can you tell me a little about the range of weapons dice in the WWI version?

Seems like in the WWII version, if you're not shooting battleship-sized big turrets, you're shooting popguns.

Will the smaller classes have a little more teeth to them since there was less disparity in weapon sizes between the big and the medium ships?

in general yes. It should allow better granularity at the lower end of the spectrum. Destroyers will still be prety much of a muchness but the way that CLs and larger are statted out should hopefully make the rules better able to manage smaller actions.
