Agreed. Looks like the Primitive Power Armor from JTAS 14. It doesn't look very mobile either.

When I read Battledress, I see the image Grognardia posted.

With the proviso that I cannot read the signature else I would happily credit the artists, THIS is TL 15 Battle Dress.
