Akbitanan Smith question

Akbitanan Smith prerequisite: Must be a Shemite. Akbitana is shown on the map as clearly being in Corinthia, two (Hyborian) nations removed from Shem. This seems bizarre to me, though it explains why I could not find the city looking in Shem. The Corinthia GM section makes no mention of the city. Am I to take it that the Corinthian city-state of Akbitana has a monopoly on superior Shemite Weaponsmiths? I don't get it. Shouldn't Akbitana be a city-state of the Meadow Shemites in Western Shem?

On the download map Akbitana is located in Shem. Perhaps this is an error in the book. Haven't got the book yet, still waiting...
