ACTA: Shadow Psychic disruption

In ACTA, you can disrupt a shadow ship using a telepath, with an opposed crew quality roll. Can Psi Corp ships with Psychic Crew opt to use their crew quality if it is higher? How about a ship without psychic crew, as a psi corp ship, it would still have enough teeps on board to mess up a shadow ship, since a ship with one telepath is capable of doing so?
