ACTA - Running Adrift

When a ship suffers a critical engine hit, where it is left as 'Running Adrift', it says in the rules it can still carry out Special Actions. Does this include such Special Actions as 'Come About' and 'All Stop'?

No. The adrift ship does not move in the movement phase phase, so using these actions would be pointless as the ship will already have moved.
