I'd say it usually comes down to the Dungeon Master's generosity.

But, if I had to compile one, it would be something traditionally expected and tolerated within the Confederation, as a package deal.

The primary hazards, besides engineering failures, would be wilderness encounters and hijackings.

Then you have to adjust for likely crew size.

I don't recall ship's locker actually having a value, more like currently computers, rather virtual, and for two percent bridge volume, or twenty tonnes, subsumed within that.

The most useful weapon to have would be the advanced combat rifle, but I doubt that would be part of the basic package.
 
In most cases, we'd be dealing with one hundred and two hundred tonne spacecraft.

By default, at a hundred tonnes, most starships involving the player party would be a Scout/Courier, and I think that it would stripped of non maintenance items.

At two hundred tonnes, it should be twice that.

And you slowly scale up, for commercial vessels, as not all crew members would be suited for combat, and should be less per kilotonne.

This would be the basic arms package for a hundred tonnes.


Snub revolvers - four; plus ammunition pouches.

Automatic shotguns - two, plus ammunition pouches.

Machetes - four, plus scabbard.

Pepper spray - one.

Stun baton - one.

Taser - one.

eight vacc suits, each with oxygen tanks for eight hours and medium range comm gear.
four shotguns, each with ten loaded magazines (100 rounds).
two automatic pistols, each with ten loaded magazines (150 rounds).
four cutlasses, each with a belt scabbard.
one long range communicator
 
I'd say the basic weapon package is just sufficient for self defence, for a hundred tonne spacecraft.

One adjustment I'd make for the Confederation, is that a forty five calibre revolver pistol is permitted at the same law level as a twelve gauge shotgun.

In terms of vacuum suits, I'd say four adult sized ones; pets and children models have to be provided separately.
 
Marooned in Marduk has a shuttle ships locker which gives a lot of good, detailed additions (it would be insufficient for a starship locker).

I’m not in any way worried about a fairly generous ship’s locker: the ship is worth tens of millions of credits. A spare vac suit or a spare cutlass is hardly a big deal.
 
The cheapest starship I've designed, is a tad over thirteen megastarbux, default.

The cheapest spacecraft, I think, somewhat over a hundred kilostarbux.
