A Good arrangement?

What would you suggest would be the best combination of Tech-Workd and 5 other worlds in the same sector to have a mutually beneficial arrangement between mulitiple planets, that would later join Drinax, where Tech-World give medical and life quality improving to 2 worlds in that sector thar in return send Mineral and similiar supplies to Tech-World and sends Space Defence and Planet-Scale Weaponry to 2 more in return for food, drink and luxuries and sells a variety of goods that are either high tech-tech compared with other goods or not avialable on a 5th world who then act as go-betweens to use half that cash to buy at least 5 400 and 1 500 ton Ships for Tech-World to defend itself with. All of which will unofficially join Drinax within 2 months and officially do so within 9 years
 
Why does everything have to the best or the most uber? Can't players role-play their Travellers with what they do have?
 
5 worlds. I will make a bunch of assumptions here. You are not trying to take over the higher tech worlds. They will come to you once your base polity takes off and improves the standard of living for the 5 worlds. This will bring other planets into your fold.
Easy 5 planets to list are Drinax, Tech-World, Inurin, Byrni, Argona

So you skip over the higher population, higher tech level planets. They cost too much to shift allegiance to your team, for now.

Worlds of your Empire

Drinax: 40 000 people and a TL 15 database and scientist base to develop engineering plans

Asim: Conquered planet: 5 million people at Tl 6. Use Asim as a place to build farms/ greenhouses and supply Drinax with more food. Set up a colony on Asim from Drinax to empty out the overcrowded Floating Palace. The bad part is the brown coloring to everything. Maybe tech-world could help with that. Pourne is listed in the traveller wiki as controlling it, so you have a TL 10 rival right next door. That is an issue to address carefully. Inurin is better

Tech-World: a million robots and 4000 people, most of them are scientists. They can build almost anything you come up with.

Inurin: Here is the breadbasket of your empire. 40 million people at TL 5, on a garden planet. Jump 1 away from Tech-World and it has a better biosphere than Asim. Gas giants can provide Hydrogen and possibly hydrocarbons to make fuel for the planet as you upgrade them to fusion. Solar arrays and microwave transmitters down to battery packs helps improve the local grid for production.
This is the spot you can get more Drinaxians to settle. Set up estates and empty out the Palace.

Byrni:They served loyally for 800 years. Get these warriors on your side and form a loyal core to your military. Ixnay on the iracypay though. TL6 with only 4 million people. Take over repair of their ships and build up the Navy.

Argona: Mining and resources in dangerous conditions: A perfect job for some of the million robots on Tech-World. Argona provides the raw materials for the growing economy and the garden worlds provide the food.

honourable mention: Falcon: TL 13, able to trade in high tech gear right off the bat, but the citizens are trapped by their biosphere. They would make excellent partners, but are limited in contact. Maybe Tech-World could address this??
 
You have laid out the requirements already and that is halfway to the solution. An unstated requirement is close proximity, as these sort of agreements work best when communications and trade between the worlds is easy.

For sources of metals/ores Argona (3 parsecs away, reachable by a Jump-1 ship) hs the Ice Capped trade code so it can provide Crystals & Gems, Petrochemicals, Precious Metals, and Uncommon Ore. Hilfer (two parsecs, need Jump-2) is a Desert so it can provide most of the same plus Uncommon Raw Materials.

Food And Luxuries can be provided by Paal (two parsecs, need Jump-2) and Inurin (one parsec) which are both Agricultural worlds. The facilitator could be anyone with the ability to build small warships (Class A or B starport) and a high enough Tech Level. Tech World itself would probably be the best choice, but since you need a fifth partner world, I would suggest Falcon, only Jump-1 away.
 
Some very good suggestions, but maybe some ideas with more options and things that I didn't think of and still haven't. It happens

Some ideas with more options: options for what? You wanted 5 worlds to support a mercantile based expansion exploiting tech level differences.

Drinax has 40 000 people, most of whom are courtiers and fairly useless. Even the Hawk Guard are dressed like Italian Opera extras. It is the reason the King has to bring in outsiders, his own people are useless. Any large population with any halfway decent tech will crush Drinax if they decide the King is getting uppity.

So guile and subtlety is needed. Not warships.

One possibility is to have the Scholar's Tower and the TL 15 Tech level give the King synthetic anagathics. he is already 112 years old, so he has a supply. Have the Tower be rejuvenation central. This allows the King to trade in long life. he can bribe important people with longevity, and if they ever betray him, he cuts offf their supply. Meanwhile he is also supplying the rival of the customer to keep them in line as well.

Wash rinse repeat with any other TL benefit you can think of, surgery, cancer treatments etc. A Scout ship with a TL 15 autodoc and a trained medical team with TL 15 drugs can really improve the health of the clientelle.
 
This question was initially for a what-if, here's a add on for something that I've persuaded A Player in A another GM's Campaign to actually try and do and is kind of how I imagine a good-two shoes version of Star Wars Version of The Trade Federation would have been if they weren't being manipulated by Palpatine

Set up a alliance of 10 or so worlds. Have Drinax for The Capital, Bryni as The Main Naval Base, fake a civil war on Ogma and replace the new solo ruler with a clone to make it the main marine base, have Asim as A low-tech slumming it holiday place, Tech-World as a high-tech Holiday Place, Mirage as A Average Holiday Place where those that can afford it can combine TL 15 Medical Facilities, Fast Drug and Mirage Liqour to enjoy months or even a yearof their dreams of their own design, choosing and creation, no matter how sick, and for only for a normal maximum of 12 to 15 real days. Add in 2 or 3 worlds for food, 2 or 3 for other essentials, 1 or 2 to officially make the stuff Tech-World can't make, Kterioa as a neutral to both sides and friendly to all friendly traders that doesn't belong to any power and 3 or 4 worlds that are officially Independant to get Ships that Drinax can't get officially then have Drinax officially save the entire government, they join Drinax and give to Oleb the ships that where in everyway other then official paperwork

That's my and my best Traveller Playing friend whose not 1 of my groups very long-term plan for his group. Which combined with The GM officially being his Uncle but, so the uncle says, having A 50/50 chance of being the kids dad, means that its almost guaranteed to be at least attempted. So what would you suggest for the number specific and not planet specific costs, plausible deals, potential fees and rewards for The Pcs, how other planets could like these deals and join up or at least try to join up?. Ideas, suggestions and your thoughts please
