What about this:
Publish a 1-2 page rule summary of various rules ideas you are working on for miniatures games and a sample of a few units with counters, either in S&P or in a separate PDF.
Then have a feedback forum for people to air their views on the various rule sets, and maybe develop the best received ones as a rule book.
BUT, go with sets that already have miniatures out there that people can use.
Examples could include a modern version of 1/200th - 1/300th war without end, WW1/11/Vietnam BF:Evo variants, other historical or generic periods. :?:
