Even on paper this doesn't produce the power they say it does and apparently will not allow independent analysis. That is not how science works. Wouldn't be the first time.Yes, but in Traveller I am assuming that there is a deeper level of understanding of Science that goes beyond what we currently have in the 21st Century on multiple levels, and that the cultures living in that time have had centuries to exploit that understanding and to apply the concepts to technology.
The link I referenced above doesn't talk about vacuum energy (at least I didn't see it on a cursory glance, but I could have missed it) but notes the E-Cat proposition as a type of Cold-Fusion nuclear process.
