Wizard of OZ RPG

I'm just throwing this out there but a wizard of oz RPG would not be that bad. Licensing may or may not be an issue however the RPG has everything needed to get up and go. As far as i know no one has officially done it. So my question would be whats holding anyone back from picking it up? again licensing? as an avid SST fan who sadly watched a successful line bite the bullet, i would hate to see another possible successful game to be short lived.
 
There is 'Oz The Dark & Terrible', which uses a system similar to World of Darkness. Not sure if it is still in print though.

Actually, in an article I read just today about the new Oz movie, it was stated that Disney (somehow) owns the rights to all 18 of the novels, just not the Judy Garland Movie.

Well, the 14 Oz novels written by Baum are in the public domain, as all were written and published before the 1923 watershed. That does mean that as long as you are basing your film on any of those novels, nobody can claim exclusive rights to the novels. Now, they can make films based on those novels and they would have rights to the films, but not the novels.
