Where can I find "Babylon 5 inffluence" ?

In the 2ed Rulebook the mentioned people of B5 have "Babylon 5 influence" most of the times, but I can't find the definition of it anywhere in the book.
Did I miss it or did Mongoose forget to add it?

Criminal Influence is described at the top left of p119.

yes it is described, bu no description for the Criminals of a specific race you can see on page 110.

Criminals of a Specific Race works just like general criminal influence, but, er, only for a specific race. Really, it's just an example of how you can have specialised forms of influence in specific situations to cover, say, a xenophobe who only deals with his own species, or for a low-ranking thug on a Rim world who never has any real contact with offworlders.

Personally I wonder how 'specific race influence' in league of non-aligned gets you influence over a centauri house.
