Location of Theev?

The Pirates of Drinax campaign mentions several times that the location of Theev is a secret. How? It's listed on the Sector map, and the rumours in Book 1 of the campaign mention it a few times. So how is the location of the system/world a secret? Did I miss something in the book?
 
The idea that the sector map is common knowledge is not really supported. The sector map is what is known to the Referee. How much of that is known to any given group within the actual game is up the the referee. I'll give you an example:

The Classic Traveller adventure "Leviathan" is set at the beginning of 1107. The PCs are Imperials assigned by a regional merchant corporation to a trading ship going into the Egyrn subsector of the Trojan Reach, leaving from the company HQ in the Pax Rulin subsector. This is the map that is available to those Imperial merchants. Those unknown systems (*) on the right hand edge of the map are only 6 parsecs from an important Imperial base. But there's so little traffic going there that reliable data doesn't exist. Just rumors.

1. Theev is in the Trojan Reach sector, Sindal subsector
2. Sindal subsector is documented in Chapter 13 of the 2020 edition of the Core Rulebook.
3. Sindal subsector is also documented in Chapter 15 of Pirates of Drinax "The Trojan Reach" book
4. The Theev cluster is expanded upon in a Mongoose e-book, "Pirates of Drinax: Theev ebook".

Everyone knows where Theev is. What they do not know is that it is a Pirate Haven.

This is again why I have a problem with the Travellermap being both in-game and out-of-game. It creates problems such as this one. By the rules in the DSE you can't hide a planet and can detect it from parsecs away. With a Gravitational Analysis Suite, the distance to auto-detect planet-size object is 3 parsecs. 6 parsecs is Diff 10. 9 parsecs is Diff 11. 12 parsecs is Diff 12. Etc...

Jump Flash can be automatically detected within 1 parsec. 2 parsecs for Diff 10. 3 parsecs for Diff 11. 4 parsecs for Diff 12. Etc...

Borderlands Book pg. 15

"Realgar is home to a patrol squadron assigned to Sindal subsector. Its main task is securing the systems of Dolberg, Realgar and Chalchiutlicue against incursions by the vast number of pirate groups operating out of Theev and the surrounding systems. The Sindal Flotilla sometimes sweeps nearby systems, but usually calls up assistance from the Sector Fleet before launching a major anti-piracy operation. The Sindal deployment absorbs a significant proportion of the patrol assets available in Trojan Reach sector, weakening the Imperial presence elsewhere. However, the alternative is to allow the pirates of Theev to prosper and expand their raids, and this is not acceptable. The heavy deployment of patrol ships around Realgar is the wall that keeps ‘the plague of Theev’ from infecting Imperial space."

This would seem to indicate that the 3I knows exactly where Theev is.
