Divine magic and sorcery wouldn't be that useful in most modern or future settings, and even in some fantasy settings (Hyboria) are rare enough that the majority of players wouldn't want them.

I think it all came down to a study by Mongoose as to the ideal price to put the book onto the shelves, and they found a level at which there were so many additional sales by people just wanting to see what the book was, by players who just wanted their own copy of the combat rules, and by sales brought in by third-party settings that it outweighed the number who would be disappointed by such a slim volume.

As soon as books appear that only require use of the RQ core book for initial character creation, it'll all start to fit together.
