What's a touch attack in Babylon 5 RPG

Hello everyone

Can somebody explain to me, how the touch attacks in Babylon 5 work as there are no such things as Natural armor and Armor on AC.

So is there any difference between a touch attack and a normal one?

It would (In essence) work the same as a normal attack, Dex+Size modifier+deflection bonus and nothing else can apply, Granted they normally don't in B5 but sometimes you just have to cover all your bases.
