What are the TLs of the ships in the Base book?

In HG they mention that the ships built using the "off-the-shelf" components (like lettered drives) are typically about TL12, with higher TL components used when needed (higher jump number for example).
I would still maintain that the minimum TL to build any given ship from scratch is the TL of its most advanced component.
If we are talking about instead of the minimum TL to assemble a ship given importation of ready-built components...then I'd say we have the necessary industrial facilities to do it today at a measly TL 7.
