And if they are willing to waste perfectly good teeps to further their own superiority complex... I see no reason why they can't have shadow tech...

Because they don't understand how to do it themselves..?

That was clear enough from the series as the modifications were made to the teeps by the Shadow minions, not by Psi Corps (we say that in flash back...). Just because an element of Psi Corps was handed the teeps over doesn't mean they have understanding of the technology used.

I was under the impression that Talia was the created personality and the core personality was the Psi-Cop operative, and a volunteer.

Use of blips is certainly possible, but the core cared quite a bit about there own folks. At least major elements within the core did. The folks who did not care were some of the humans working with them. Blips they did not care about much, like traitors in any war. But look at Besters reaction to the idea of using telepaths as CPUs for a fairly common response to that sort of activity.

The Psi Core books dealt a lot with the society inside Psi Core. They viewed the 'telepath' element as the valuable part of the individual, and wanted to make a useful telepath out of anyone they could. They rarely would simply chop one up for parts, despite what Bester liked humans to think.

But all academic...I doubt Mongoose cares, they already have their list.
