Going by USS Stark and the Falklands, in real life you need only get lucky; in Traveller, it becomes a matter of statistics.

Yes, Weber worked on the Starfire rules. It was originally done by Steven Cole (who did a lot of Star Fleet Battles too), and they Weber and White worked on it sometime before/during/after the books they wrote set in the Starfire universe. Some of the books I thought were quite good.

Dude, real life is ruled by Statistics as well.
