Oh, situational for sure. At one extreme, if there's an active war in progress, body armour probably counts as appropriate clothing. And anything required for the environment gets a pass.

Just had an image flash into my head of some kid coming in from the airlock, in their vacc suit with the helmet off, and their mother yells from inside the habitat: "I CAN HEAR SUIT BOOTS, YOUNG LADY! YOU'D BETTER NOT HAVE TRACKED REGOLITH ON THE DAMN CARPET! YOU TURN RIGHT AROUND AND STORE THAT SUIT PROPERLY, YOU HEAR!?"
