Two Weapon Combat and Full Attack?

Two Weapon combat states that it is a Full Attack action to use. Does this mean if the attacker has multiple attacks (for having a BAB of +6 or higher) and is fighting with two weapons (with all appropriate feats to do so) he can use both to effectively get another attack at his highest BAB?

Example, a 6th level Soldier has 2 attacks +6/+1 and is using two weapon combat. Does that mean if he takes a full attack action he's got +6/+1/+6 for 3 attacks in a round? I originally thought this wasn't possible as using Two Weapon combat is, in itself, a full attack action. But reading through some Pict stats from Across Thunder River and it shows NPCs that can use Full Attack + Two Weapon Combat.
 
Yes, of course it works that way, how else?

A character with BAB +6 and TWC using the Full Attack action gets his two main-hand attacks at +6/+1 and his off-hand attack at +6 (but at the usual piddly damage of half strength bonus and no Power Attack).

A character with BAB 16 and ITWC using Full Attack gets four main-hand attacks at +16/+11/+6/+1 and four off-hand attacks at +16/+11/+6/+1.
 
The example in the book spells it out pretty clearly. I must have skipped this section in the past as nobody in my group was really using two weapon fighting. :o
 
Personnaly, I allow for both primary and secondary attack as a STANDART action, so TWF is closer to two-hand.

so a 6th level fighter could move and attack with both hand, but can't use the extra attack from bab or ITWF. On the same logic monster with claw-claw-bite can use both claw if they move but must use a full round to add the bite.

I think that's a good idea, and have proposed that too to our GM, but so far no call has been made on the matter. (But keep in mind this effectively doubles the Thief's Sneak Damage output if he invests in TWF) Then again, we're probably going to totally rework the way TWF works so it would be just a temporary change anyway.
 
yeah I know but I still allow only one sneak attack if the thief/pirate move. At first my players find it doubtful, but again I give them an extra attack when they move so
