Traveller-Space Combat Burn Init

I have a question about the space combat rules.

On page 149 of the core book there is a rule about burning initiative to get more reactions...

Burning Initiative
A ship may reduce its Initiative score to get bonus reactions.
Each bonus reaction costs two Initiative and affects the ship’s
Initiative score for the following round only.

...I'm not sure how that works.

Is this done in the reaction phase?
How many initiative points can you burn?
What if next turns initative is negative?

I'd like to hear your interpretation.
 
It's done in the reaction phase.
You can burn as many times as you want, as long as you have initiative left to burn.
You can bring yourself to a negative Initiative value.

Also, while you can have lots and lots of reactions, you're still limited by your available resources (Thrust for Dodging and sand for sandcasters).
