If all you're interested in is the background and organisation of Imp Marines and Army then there is no reason you can't just use GURPS Ground Forces (if you endorse its view of the Imp Armed Forces as near-clones of the late-20thC US military that is). It isn't ruleset specific as far as I can tell.
Plenty of higher priorities for Mongoose I'd suggest than a TO&E book.
Especially when there are so many to choose from now. Such a book would also have to be OTU specific and they've been pushing the generic core mostly.
It also gets into the sticky topic of what the Imperial Army actually looks like. Is it simply an umbrella organisation or does it have its own permanent units?
