Tractor Beams and Maximum Warp

Can a ship stuck in a tractor beam go to maximum warp?

If a ship uses the special order Maximum Warp Now! and is tractor beamed later in the turn, what happens?
 
I think and this just my point of view. If a tractor beam is slapped on a ship attempting to evade, that has already moved, you are stuck and can not warp away until you break the tractor beam. That means your Special Action failed and you can attempt it again next turn when it is you chance to move and you succeeded in breaking free. If you don't break free you are probably about to eat overloads a point blank range.
 
There is no clear interaction from what I'm reading. If a ship has already done Maximum Warp Now!, it will have already moved. Meaning the Tractor Beam /technically/ has no effect as ".. in the End Phase, [the ship] is removed from the table as it makes its escape."

Personally I'd say an opposed CQ tests is in order to determine if the Tractor Beam got a grip on a ship that's working up to cruising speed. Kind of like "Breaking the Tractor".
 
if a ship has already done the action go to warp,and a ship wants to tractor it,have them make a crew quality check.if passed they tractor it.if not ship warps out.
