The chart on page 113 of the October Updated CRB is missing something. Right now the chart only has three columns. TL, KG, and Cost. No names to ID what goes with what.
 
In the October revision of the core rules, we have the following.
Toolkits may be purchased at higher Tech Levels, and will be much more capable at fulfilling tasks. If a toolkit is at least two Tech Levels higher than the item or task that is being worked upon, it will grant DM+2 to all related checks. However, if a toolkit is two Tech Levels or more lower than the item or task that is being worked on, it will inflict DM-2 on all related checks.

It's nice that we have rule to reflect the changing tech levels, but I think we need to consider lowering the tech level of the Engineering toolkit from 12. Otherwise lower tech campaigns (TL10 or below) are being penalised with an automatic -2 on engineering repair tasks. (I assume you need to use an engineering kit to perform repairs.) That gets pretty harsh in space combat very quickly.

Perhaps we could consider lowering the TL of an engineering toolkit to TL9, which is the first level of at which a Jump Drive is available?
