Why the high TL of ammo such as AP, HEAP, APDS?

Solid Shot?
Smoke and Flare was widely used in WW1, TL4?
AP was widely used in naval ammunition prior to WW1, TL4.
HEAT was widely used in WW2, TL5.
APDS was introduced in WW2, TL5.
Chemical rounds were widely used in WW1, TL4.
Neurotoxin rounds were available, but not used, in WW2, TL5.
Nuclear artillery rounds were introduced soon after WW2, say TL6.
