I didn't say the rule was ready - it needs to be playtested.
The Dilgar's Master of Destruction rule could easily be ported - every crit hit takes off more redundancy than other weapons -- double or triple perhaps.
As for the races that don't have precise weapons, big deal. The disadvantage has already been figured in to their design; they are the base case. The will still get crits, and suffer them, but the bigger ships will have a reason to be there.
The idea was that battle level ships and higher would get a pass on the first crits suffered. These were bantered around with huge scary numbers such as 1 or 2 critical ignored for battle, 2 or 3 for war and 3 or 4 for armageddon. It's not that big a change - just a little hope for the bigger ships.
I don't see how it couldn't be used across the board with success leaching on to the PL system and ship balance already in place.
