The numbers on the inside covers match up to the correct map locations.

Two locations fell through the cracks in the Games Master's Guide: Labrencis' Market in Bazaar Prefect and Pointed Words in River Prefect. The description for Labrencis' is still there, though it lost its number, in the same bit of text as the description for Nine Smoke Rings (#91). Pointed Words was originally #132, described in this chapter simply as 'weaponsmith and bowyer'. It is mentioned in somewhat greater detail in the Games Mastering chapter (it's the second bullet point under Consistency and Continuity).

Oh yeah, so they do! (Can't believe I didn't think to check that... :oops: )

But counting the number of locations (250 on map, 245 described in book) indicates that there are five places missing from the book.
This is what I get from just comparing the number of locations in the different Prefects:

Bazaar Prefect: 1 location missing (this would be Labrencis' Market as you mentioned)
River Prefect: 1 location missing (Pointed Words)
Arena Prefect: 1 location missing (?)
King's Prefect: 2 locations missing (??)
