This is true. We wouldn't assume LOWER tech at higher TL's...
 
In this specific case, I was thinking more in terms that the players would be able to relate to, though having it as an option, but only available to certain demographics can be a cause of social tension.

That's the way it always is. The wealthy and or powerful have more options. Will always be that way.
