How are Common Magic spells taught, and is this something that players can do? Can any character teach spells to another character who has the IRs to spend?
Use the Teaching rules. And yes, characters can teach each other spells. They probably learned their own cultural common magic from their father or mother in a similar way to how characters can teach other characters magic.
