Taking Longer with Psionic Checks.

Odd question here: Could a Psion take longer (page 60) to perform a Psionic check and get a +2DM to the roll? They meditate or focus on the action for longer than normal to increase their check.

Would this affect the cost of the power?

The cost, I think, would be the same, but the chance of success should increase with the extra time taken to calm the mind and reach a point "between rage and serenity," to quote from an old movie.
