This looks awesome, and I'll definitely be picking it up, but the characters look a little bit underpowered. Is this just a basic guideline, and we add other skills as we need for the game, or will there be skill packages for each type and subtype of characters?
I'm impressed! Good job with the spread of stats. While I didn't see any 2s or 3s, I didn't see any Ds, Es or Fs either, so you seem to have a good balance. I can't wait to see if the author was brave enough to actually give someone a 2 in the remaining 990+/-.
Again, good job. Oh, and nice art! Bravo!
As NPCs, I don't think they're meant to outshine the characters. That makes them ideal Patron fodder - they need the characters' stellar spreads of skills and characteristics, and/or unique gear or "illegal" psionic powers, to solve the problems they cannot.
Of course where the NPCs should outshine the characters is the credits in their pockets - otherwise why else would the characters take the jobs the NPCs offer as Patrons ?

A sense of patriotism, duty, comradeship (many are ex-military), chivalry , justice?
And maybe revenge, underworld connections, legal favors, to obtain information, or because they are returning a favor or being blackmailed...
I know you were jesting, but, actually, never played the rich patron thing - this avoids the whole issue of it generally being easier to turn on or simply steal from the patron.

Character Notrap cannot read nor write - in fact he has a hard time just talking or walking. Despite all this, Notrap is extremely, extremely wealthy - having recently won the largest ever in history, planetwide mega-lottery. The ticket was stuck to his one sock when he was taken to a hospital after slipping on it. An incompetent, elderly, but honest nurse found it and anonymously helped him claim it. Currently he resides with the nurse who took him in as he is too incompetent to handle the money. Almost nobody knows he won - as the planetwide press butchered his rather unusual name and he had no known address or relatives.
Subtitile(s) Easy Mark
This looks excellent! A supplement I definitely intend to pick up, since its uses are many and even just having 1001 Traveller-esque names is wonderful, let alone little back stories and stats.
