Yes, in that highly unlikely situation (Boresighting two ships at the end of your movement, and before they move) you could declare Raking Fire.

To GhostRecon - sorry about the tone, I shouldn't post when over tired, it just all seems so obvious to me after pushing the figures around and tallying up my options under both sets. But that doesn't mean I should lose my cool.

Quite alright.

I think the best compromise and way to balance "Raking Fire" is to make it an SA itself:

Special Action: Raking Fire
Crew Quality Check: Automatic

To use Raking Fire, nominate one (Or, if possible, more than one) target. You must boresight the target before it moves and at the end of your ship's movement.

When the enemy ship moves, it must remain inside the arc of your boresighted weapon (Forward arc if it is a forward boresight weapon, and so on).

If these conditions are met, your boresight weapon can fire on the enemy vessel with half the AD of its boresighted weapon.
