Stygian Special Regional Feature

I'm writing up a Stygian Noble/Scholar. Does his bonus to Magic Attack rolls from his Noble class count as part of the base Magic Attack bonus, or as a completely separate modifier? The first case would let him meet spell prerequisits much sooner, but also seems too powerful. Is this how others read it? MP

It was explained elsewhere on these boards recently that MAB as a prereq is essentially the same as a "Base attack bonus" and does not include wisdom, racial bonus, or other bonuses.
